7月11日，淘宝网在站内发布了公示通知：《淘宝网发货管理规范》及违背承诺规则变更公示通知。这次的规则变更旨在保障买卖双方交易安全，进一步提升买家的购物体验，而这次最新修订的变更版本将于2022年7月18日起正式生效。
这次发货管理规范的更改，主要是就三个问题进行了修订。
首先是对“延迟发货、缺货、虚假发货”的违规情形的赔付金额作出了调整。
如卖家“违背发货承诺-延迟发货”，则须向买家赔付该商品实际成交金额的5%，且赔付金额最低不少于5元，最高不超过30元。
如卖家存在“缺货”“虚假发货”等情况，则须向买家赔付该商品实际成交金额的30%，且赔付金额最低不少于5元，不超过100元。
在“延迟发货”“缺货”“虚假发货”的判定上，并未产生变更：“延迟发货”是卖家未在“发货时间”内完成发货的行为；“缺货”是指在延迟发货后72小时仍未发货或卖家自主承认缺货/拒绝发货/要求加价发货等；“虚假发货”是指卖家发货的对应物流信息存在明显异常或未真实发出应交付商品的行为。
而淘宝网就“发货时间要求”也进行了具体解释：1.卖家需在买家付款后48小时内发货或在设置的发货时间内发货；2.淘宝网官方发起的活动、特定节假日、疫情影响等情形，则发货时间以淘宝网的公告通知为准；3.卖家与买家通过协商工具协商成功的，卖家须在协商成功的时间内发货。另外，因商品特性发货时间需要进行协商，或是买家对发货时间有具体要求的，卖家可以通过协商发货工具与买家协商新的发货时间。
其次是取消了“卖家未在淘宝网判定投诉成立前主动支付违约金的，除须向买家支付违约金外，还须向淘宝网支付同等违约金”。
这条规则变更后，卖家存在违背发货承诺，如情节一般，则只需向买家赔付一定金额，无需再向淘宝网支付违约金；如情节严重的话，则将受到“扣A类6分、下架商品、删除商品”等处罚。
第三条是规定“因不可抗力等原因导致无法及时发货的，可向淘宝网进行报备”。
这条规定变更后，卖家如因不可抗力（如自然灾害/疫情、大型会议、重大赛事等）等原因，导致无法及时发货，无法更新物流信息，可以向淘宝网发起报备，在报备成功后，将根据报备结果重新认定发货时间，不属于“延迟发货”、“缺货”和“虚假发货”的惩罚范围内。
除此之外，卖家在收到违规通知后，若存在异议，也可以在申诉时效内进行申诉处理；如未在申诉时效内进行申诉处理的话，就视为卖家认可违规处理。
